The top lobbying practices are based on revenues reported to Congress under the Lobbying Disclosure Act. In many cases, the firms provided the totals to CQ Roll Call; CQ Roll Call also tabulated totals using reports on file as of press time with the secretary of the Senate and by using data from the nonpartisan Center for Responsive Politics.
